pop ups

When I write click on the top bar (welcome to comcast high-
speed internet! - Microsoft Internet Explorer), above the
restore request there are now two lines: Block this pop-up
and blanket www.whatever I am running. Whenever I clic on
the application and generate a pop up screen so that I may
proceed, the pop up is squashed. How do I turn this
blanket pop-up suppression off?

Charlie,
IE does not include a pop-up blocker .........
Check your installed software - pop-up blocker or Toolbar addon.
