pop ups

Just wondering if anyone can help.
My system appears to have been attacked by something that has turned off all
my pop-up stoppers (so I'm getting several hundred pop-ups per day), it also
stops me from doing a Cntrl/Alt/Delete.
Have run the system through Norton, but no virus was found.
Any ideas anyone ?
