Is it through Control Panel that you disable Internet Explorer pop-ups?
Only Symantec Internet Security and Anti-virus supports this. Maybe I am
just missing how to block pop-up through Windows.

Click on IE's menu at "Tools" and you will see Pop-up Blocker and a sub-menu
that allows you to choose "Turn off Pop-up Blocker" or "Pop-up Blocker
Settings", etc.
There is access through the Control Panel to Security Center where you will
see Internet Options. After opening Internet Options, click on the Privacy
tab and you have Pop-up Blocker. However, you can get to that exact point
just by going down to the bottom of the IE menu "Tools" selection just a few
clicks below the Pop-up Blocker and sub-menu referenced above. Dizzy yet?

Which OS and which version?

AFAIK only XPsp2 and W2003Ssp1 have a popup blocker natively.
Otherwise you need a third-party program such as Google toolbar.

BTW the quickest way to access the Popup blocker control in IE
under XPsp2 is to click the second mini pane in the Status bar
(beside the one reserved for the Work Offline icon).

Interesting. Never noticed this before. I wonder why those panes don't have
mouse-over tooltip-text.
