Pop up will not be blocked!

I have a pop-up blocker installed but I still keep getting a very worrying
pop-up appear. It is beige coloured with a blue strip at the top which says
'Messenger Service'
The bulk of the message reads as follows:
Message from SYSTEM to ALERT (with the date and time)
STOP! WINDOWS REQUIRES IMMEDIATE ATTENTION
Windows has found CRITICAL SYSTEM ERRORS.
To fix the errors please do the following:
1. Download Registry Cleaner from www.wreg32.com
2. Install Registry Cleaner
3. Run Registry Cleaner
4. Reboot your computer.
FAILURE TO ACT NOW MAY LEAD TO DATA LOSS AND CORRUPTION.
There is an ok button below, but I have just been Xing out of it.
Is this real or a scam? I only just picked up my computer today after
having it repaired!!

I don't know what the repair shop did for you, but they didn't do a
thorough job or did a job unrelated to making sure your operating
system works (hard to imagine what that would be). Your computer still
doesn't have SP2 on it, a firewall, and probably still has malware.
Take it back.

Turn on the XP firewall and shut off messenger service in admin tools.
Or better yet get youself a third party firewall
