Pop-up Reminders on Top

I just upgraded to Outlook 2002. How can I set the pop-up
reminders to be always on top, like they were in Outlook
2000?
 
Unfortunately there is no setting for this in Outlook. There is a known
issue with the reminders not always being on top although the intention in
the design was to have them be on top.
