Pop-up Dialog Box

I am looking to create a dialog box that will pop up if the user enters a number that is out of a certain range. Is this possible? If so, how do I do this?

Select Data, Validation ...
Settings Tab - Allow: Whole Numbers, Data: Between, enter
your number range into minimum and maximum. You can enter
a message to be displayed when the user selects the cell
under the tab 'Input Message'. Under the tab 'Error
Message', you can select how Excel treats the value
entered by the user i.e. prevent the user entering a
value outside of the range you have selected on the
Settings Tab or just providing the user with a warning to
indicate that the value entered is outside the desired
range.
