Hi, I was having problems with the same thing. I

couldn't find where I could turn off that option, so
instead I decided to change the font size of the tooltips
to 1, though it doesn't completely resolve the problem of
the popup tooltips obscuring the screen they are so small
they have hardly noticed, but unfortunately it does it
for all windows tooltips.
