Pop up Blocker / Information Bar

I have a CD with web content on it that I have copied to my HD
Every time I open it up I get the popup blocker.

Is there any way I can disable the popup blocker only for local sites ie
c:\something?

Did you find a way to disable the popup blocker. Because
I am using flash on my website and everytime I get into
it, I have to click on that bar. Just wondering if you
could help.
