polling options with mail merge

A mail merge was performed using approximately 4,000 email addresses in MS
Outlook with a polling option and read receipt included. When this email was
sent out, the poll and read receipt were stripped off. Is that a function
that cannot be done using mail merge and polling, or could the user not have
done the process correctly?
 
By "polling options," do you mean "voting buttons"? I don't know any way to include them in a mail merge, so maybe you should start at the beginning and explain how you did that.

Read receipts should work if the user is set up to automatically request a read receipt with every mail message. Do you have Outlook set up that way?
