Is it any way to setup policy that restricts access to
domain if certain program (for example antivirus) is not
installed on the machine?

What exactly are you trying to accomplish? It sounds as
if you want to "filter" ( meaning, allow or deny ) domain
membership based on whether or not a very specific list of
applications is already installed on the workstation...

I would think that this would be extremely difficult, if
at all possible.
