policy question ?

question, on a standalone computer running XP Pro I need
to put
policies in place that allow only certain users certain
things. I know that I can use the Security feature of
each
individual program; however, I want to stop one "user"
from
access to the control panel and run command. My
problem comes when I apply the policy, it is applied to
the entire machine.
