Policy not applying

Ok. I tried to post this ealier (about 1 hr agao) and it is not showing

I set a policy on a test OU to run a .exe at user logon. I set it at User Configuration, Administrative Templates, System, Logon/Logoff. It worked fine in my test enviroment. How ever, I then set it at the Domain level, and it only ran in one of my member servers (when I logged on) and one of my regular workstations (power user logged on). Then I set it at the SITE level and the app only ran in another Member server, when another admin logged on. Finally this morning, I setup the policy in one of my live OUs and it is still not working

I have done secedit several times

Any idea

Since it is a user policy, make sure that the users are in the scope of influence of
the policy and that they have read/apply permissions to the GPO and no deny
permissions based on group membership. If it is configured at the OU level, then the
users need to exist in that OU structure. Gpresult can be helpful in determining what
policy is being applied to a user and the last time it was applied and the gpresult
/u /v command will give more detail on what user configuration is being applied. ---
