I am finding that at HKEY_CURRENT_USER\Software\Pol
icies\Microsoft\Windows\System that it does not exist.
Under Microsoft I have only 2 entries, Office and SystemCertificates.

Also, in Run, I type gpedit.msc and under User Configuration -->
Administrative templates the only option I have is Windows Components and I
am supposed to have System and many other.

Could someone hint me to what's wrong? I have XP Pro, SP3.

Sounds like you're missing one or more of the .adm files.

Open the Group Policy Console (Start -> Run -> gpedit.msc).
Under Computer Configuration, right click on Administrative Templates.
Select Add/Remove Templates from the menu.
Note: You can also click on Administrative Templates so it's highlighted and
click on the Action menu on the toolbar to gain access to Add/Remove
Templates.

In the Current Policy Templates box of Add/Remove Templates you should at
least see the following five templates listed.

conf
inetres
system
wmplayer
wuau

Click on the Add button if any are missing.

Once you've got the default templates added you should be able to access the
System settings.

Thank you Nepatsfan for your reply. I agree that I am missing templates but
the one you mention are not available. The only one available are
wmplayer
wuau

Any other suggestion?

Exactly what happens when you hit the Add button on the Add/Remove Templates
box? That should open the Policy Templates box where inf is listed under
Look in. Specifically it should open in the C:\WINDOWS\Inf folder. You
should see the missing .adm files listed there.

If you are in fact missing any .adm files from the Inf folder here are a
couple of things you can do to fix the problem. First, I've uploaded a zip
file with the current .adm files to this web site.

You can download the file, unzip it, place the .adm files in the
C:\WINDOW\Inf folder, and see if you can add the missing templates through
the Group Policy Editor. If you prefer, the original files can be downloaded
from Microsoft's web site. Here's the link.

FWIW, on my computer running XP Pro I don't have the registry key you
mention in your original post either. Under HKCU\Software\Policies\Microsoft
I don't have a Windows or a System subkey. Are you sure you're looking at
the correct registry key? More importantly, exactly what are you trying to
accomplish through the registry or the Group Policy editor?
