Please can anyone tell me how can i restrict some users on a computer to use
certain features like i want to disable the start buttom and the volume
controler? from where can i reach the settings to do that?
Please it's urgent.

Group Policy Objects.
 
I've been wondering this exact thing, and I was also referred to the Group
Policy Editor. However, I'd like to know how to apply these things to
specific users. Like I'm sure in the near future I'll be asked to set up a
dektop machine that has access to the internet, so I'll create an admin
account, and then a user one.

On the user one I'd like to remove just certain things. So yeah, I think
it's the gp, but could someone specify how to do it for just certain users?

Are these machines in a domain?

There is quite good documentation on the group policy editor and how it all
works on the Microsoft website.

or read the book "Microsoft Windows XP Inside Out"
 
For non Active Directory domain computers try out the free Microsoft Shared
Computer Toolkit shown at the link below that comes with excellent
documentation and easy to use interface. For domain computers use Group
Policy restrictions with most of the settings you want being under user
configuration/administrative templates. --- Steve
