we have two offices in different states and the texas
office links into the main server in louisiana through a
tcp/ip address. there is a dedicated frame circuit between
the offices. The only way they can get into the server is
by having them as part of the domain admin group. I get a
little concerned on this issue due to the security of the
server. Also I would like to disable them from be able to
use the shutdown switch when they log off the server.
They have accidentally shut the server down instead of
logging off.

Stacy,

Are they connecting using a terminal server session?
If so, is the terminal server a domain controller?

If both of these are true, here are a few articles that may help:

I hope that helps.
