The users all have admin rights on their local computer. I
would like to know how to keep them from loading
unlicensed software?
 
With them having admin rights to their computer, you have no way to
physically prevent them from installing whatever they want. I would remove
their Admin access if possible. Otherwise you are stuck with creating a
written "Computer Usage" policy that details the company requirements for
software that gets installed on company computers. Spell out what they can
and can't install and the repercussions for installing something not
approved.
