Policies and shared generic accounts

I have some generic accounts that people use to access W2k3 Citrix servers.
GPOs are used to lock down the desktop. Occasionally, a user is able to log
on and none of the GPOs are applied. Since it is a shared account, this
opens the deskptop to all the users that are already logged in.

And idea how users are getting on without processing the GPOs? Any other
ideas?
 
Does the user receive the policy when logging on to a regular workstation?
Are you using loopback policies? If not you may want to consider trying
them since the user is logging on to a terminal server session. See the
