When plugging the device, win2000 is trying to search for
a device whereas on another computer also with win2000,
the flashdisk appears as new drive when plugged-in, which
is the expected result.

All Flash (Mass storage devices) drives are Plug & Play
under Win2K. The first time a particular device is plugged
in Win2K flashes up a recognition screen and installs the
correct drivers. On subsequent occasions Win2K already
knows about the particular device and simply displays it
as an extra removable drive. So strictly speaking both
instances may be true.
It sounds as though you may have some USB drivers missing?

Are both computers the same Service Pack version? SP4
will dramatically upgrade an SP0 computer.
