What's the difference, if any, in having the BIOS configure PnP devices, or
letting the OS configure them? Or, is this purely subjective? I was in my
bios and happened to notice I had another choice if the OS did not
feature/support PnP. Just curious.

Windows overrides the BIOS settings. PnP OS support = no is for legacy
OSes pretty much. It initialises the cards.
