Plug and Play not Showing ANY messages in task bar and not working

I am getting NO messages in the bottom right task bar when plugging devices
in USB or Firewire--though sometimes XP recognizes them and sometimes it
doesn't. It NEVER says "New device found" or "Device ready for use." I get
nothing.

Reinstalled XP but didn't help.

Perhaps related... MSWord is set to prompt for changes to Normal.dot (which
should cause the program to send me a prompt), but that doesn't happen.
Neither will it recognize the changes to Normal.dot.

I really suspect these two issues are related.

What do I do shy of reformatting the entire hard drive again. Sigh...

OK. Found the problem with Word and it is unrelated. So, how do I deal with
XP not showing me any messages about recognizing hardware? It's so bizarre.
