Plug and Play Conflicts

I am updating to Windows 2K. The setup completed witout problem. While running the system resets due to four of my PNP devices being set to the same IRQ. The devices and SCSI, LAN, Modem, and Graphics cards. All these devices have been configured on IRQ 11. In the Windows Me configuration that I am migrating from, all devices have different IRQ assigned by the Windows Me PNP manager.

I have gone in as the Windows 2000 Administrator and have reassigned the device resources manually, but everytime the system reboots the devices are re-assigned to IRQ 11.

Does anyone have any suggestions?
 
There is no supported path to downgrade (yes, it is a downgrade) Windows Me to Windows 2000 and numerous reports of serious errors
attempting to install this way. Try inserting your Windows 2000 CD in safe mode and doing an upgrade install over itself or install
clean.

Check the BIOS for status of "PNP OS"?
