Pls---Taskbar & Task Manager issues

I think this started after trying out a Tweak program. After uninstalling
it, these problems occurred.
How / where do I fix these?


Issue One:
Taskbar - that bar that runs across the bottom of the screen next to the
Start button.
I used to be able to right click on the name of any open program in the
taskbar, and a popup would show maximize, minimize, close.
Now, when I right click, absolutely nothing happens. It is very annoying to
have to maximize every window in order to close it.

Issue Two:
Task Manager - that program that comes up when using CTRL, ALT, DEL and
allows one to close programs or tasks.
Pressing CTRL, ALT, DEL does not bring up the Task Manager and a message
says "Task Manager has been disabled by your Administrator.
I AM the administrator and the only user on the PC.

Hello Sherry,

Is this Windows Professional?
If so, open the Group Policy Editor by going to Start => Run and
typing in "gpedit.msc" {without the quotes}.
Navigate to User Configuration/Administrative Templates\Start Menu and
Taskbar\ and set 'Remove access to context menus for the taskbar' to
"Not Configured".

Navigate to User Configuration\Administrative Templates\System\Ctrl+Alt
+Del Options\ and set 'Remove Task Manager' to "Not Configured.
