Surmising the available data, I'd say the DVD-ROM drive is kaput.
Replacement cost - £15.00 max.
It is possible when the monitor went, er, 'pop' it caused a short which found it's way back to the main computer and knackered something.
Sad to say, it is possible that the monitor failure may have dealt a blow to the motherboard and the opitical drive in question may be OK.
I sincerely hope this is not the case.
First thing I'd do is replace DVD-ROM drive, try reading a disk, and if it can't be read, consider a new motherboard.
My home once got hit by lightning and it produced exactly the same fault.
Oh, and it took out the PCI bus as well.
