If i shut down the pc then start back up it works fine, but this is the funny thing if i shut it down then turn it all of by the mains socket, then turn it all back on it will not beep or post but all the fans work and dvd and hdd, and ittakes around 45 mins of restarting and clearing the cmos to get goin

Sounds very serious hardware issue, i am surprised that you waited for 45min, most people would write off the motherboard in 10min.

Since there is no beep and there is nothing on the screen that is comming up for 45min it sounds to me that this is mother board issue.

if it was display then you wll hear the beep but no picture, which is not the case here so display is ok
if it was hard drive then it wont work at all which is not the issue here
but some how i feel that there is some hardware sitting on your system that is causing this issue.

so first i suggest you remove everthing from the mother board except for the cpu memory and display card and see how it works if it works fine then , put in one item in at a time and see what is causing this trouble.
