How do I connect to another computer using his IP address
so I can modify and transfer files without a router or
direct connector?
 
assuming you can ping it and have some folders shared, use net use command
to map the drive, for example net use h:\\192.168.1.1\shared.

If you want to map a network drive to a shared folder on another PC
over the very-public internet, it can be done but it is dangerous
because the share on the other PC is not only exposed to you but is
also exposed to the entire world. To guard against that danger,
use VPN.
