i have two domain controller in my domain and i have made a home folder for
each user on one of my domain controllers how can i keep the connectivity of
my users to the shared folders when this doamin controller is down.
what service i can enable to keep the connectivity.

One of us has a basic misunderstanding going on here. If a server is "down"
it cannot share any resources. You may be asking how you could mirror the
folders to a second server and have it "take over" if the first server
fails - in that case I don't have a clue how you could do it easily.

As I said, I don't know of an easy way; certainly nothing you can do by
buying two servers and plugging them in and having a magic solution present
itself. If I were in your shoes I'd be looking at either hardening the
server against failure (RAID disk array, redundant hardware, etc) or using a
clustering server approach to allow server fail-over gracefully.
