My PC wont let me log in past the User account screen of windows.

It loads up as normal but when i click on the user account (for instance
james) and it flicks off that screen as if it is going to load up .....but
then it shows the logging off box and goes bavck to the previous screen!

It happens to all the user accounts and in safe mode
i also cant get in far enough to use command prompt to turn off all the
start up programs in case that is the problem.
I dont want to format the disk as i want to save my holiday photos but i
cant think of anything else....can anyone help?

You'll have to use the Recovery Console.

Press F8 when booting so you get to the same menu when you put the
machine in safemode. Now scroll down to use last known configuration and
try that.

The other thing that may work is once you get to the log on screen,
press control, alt and delete, type in administrator in the box and see
if you can get in that way. I hope the is not a password on the
administrator.
Failing that, then you will have to do a shadow install, which is
installing Windows over the top of your old windows.

Let this be a lesson, always back up things that are important, no
excuse these days, DVD burners are getting cheaper, even second hard
drives are cheap enough to buy nor for back ups.
