please help with uploads & email attachment problem

[P.C.]

All of a sudden for no reason that I can discern I am
unable to upload photos to a website and cannot send
attachments in email. The process of uploading begins and
then reverts to "page cannot be displayed" or "cannot
find server". If I sign in on one of the other 2 accounts
on my PC I experience no problems whatsoever. I have
tried to create a new account but experience the same
problems.

Open Outlook Express and from the Toolbar select:
Tools > Options > Security (tab) and uncheck:

"DO NOT ALLOW ATTACHMENTS TO BE SAVED
OR OPENED THAT COULD POTENTIALLY BE A VIRUS"
and click APPLY.
