Please Help pop up menu not appearing

On the GBWBA website (http://www.gbwba.org.uk/index1.htm)
there is like a menu / banner(?) that navigates the
website (that is the limit of my knowledge) it works on
all my mates machines but on mine I only get the small
icon in a white window - this consists of a
circle/square/triangle, one red, one green, one blue. Is
there a setting or something I need to do to get this menu
to work. If i right click on it it says its apPopupMenu

Tools | Internet Options | Advanced
Scroll down to HTTP 1.1 settings.
Is Use HTTP 1.1 checked?
