Please Help me!

I am running win xp Pro on a Dell 4300 machine, with a 1.7Ghz and I have a
Dell 18" Digital Flat screen. I also have 2 hard drives. I decided yesterday
that I would re-install my OS so I backed everything up and removed a lot
of my programs off the machine. When I went to restart, instead of the
normal text message that appears along with the Blew Dell logo, it just
jumps to the sign on screen where I put into my password, which with
sometime, I can get to my desktop. This is definitely a problem because I
can not change in the BIOS the boot sequence so I can reformat my drive.
Well I then tried restarting again and I got to my desktop and I thought if
I first installed the OS from the desktop, it would give me a chance to get
into the BIOS so I get do a reformat. That did not work. Now when I turn on
the computer, my keyboard, optical mouse lights up but I do not see anything
on my monitor. The 4 lights on the back of the computer A,B,C,D are all
green. and I can hear the hard drives doing something. Could I have ruined
my DVI video card? It this a software issue? A monitor issue? My monitor
worked earlier in the day fine! Someone please help me?

Do you know the magic key to get into your bios setup? It is usually Del or
sometimes F1.
After a power off, wait a bit, then power on and immediately start tapping
on the magic key. This should get you into the bios setup.
If you have to enter a passwork, tap the magic key immediately after
entering the password.
If not, call Dell for some help. Good luck.

I tried hitting F1, f2 and so on, None of them work, do you have any ideas
maybe what the problem may be? Ways to eliminate ideas?
 
Holding the key down will overflow the buffer. Peck at 1/2 second intervals
during power up or reboot.
