Logging on locally or remotely?
It appears that your user does not have the ability to log into the machine. Sounds like the machine is on a Domain, as this is the usual configuration for these types of permission issues. If you are a remote user, you probably aren't allowed to log on to the physical machine. If you are a local user, you probably don't have the ability to log on remotely.
Check your user permissions. If you are on a Domain, talk to your administrator to see if you have the proper permissions for the type of logon you are attempting.
If this is a home user machine, there is a much deeper issue.
