Please Help; floppy is raw

When i try to format a floppy disk it gets all the way to the progress bar &
then in about 30 seconds it comes up & says windows was unable to format this
disk. When it gives you the options on formatting it says file system is fat
& gives no other option in the drop down box. When I go into the properties
of my floppy it says the file system of the floppy is raw. What is RAW? Is
there a site that I can go to that will tell me step by step how to convert
it back to fat or whatever? I only have basic knowledge of computers so I am
not really sure what the partitions are or how to get to them.
I really need to fromat 6 floppies so I can make a boot up disk for my moms
computer. Which is saying NTLDR is missing, press ctlr. alt. del. to restart.
Or can I go in somehow to my computer & download the NTLDR file & load into
hers on CD?
Any help greatly appreciated.

The first thing to do, assuming that the floppy disk drive
is working properly in all respects, is to check in bios setup
that the right type of floppy disk drive, e.g., 1.44 MB, has
been selected. The file type that is usually FAT. But for a
NT/2000/XP bootable floppy, the file type would be NTFS. Only
one bootup disk would be needed for your mom's computer. It
needs these files, NTLDR, NTDETECT.COM, and her BOOT.INI file,
to be in the diskette.

If the 6 floppies are for installing Windows XP, there is a
program that can be used from the Windows XP cdrom to make these
floppy diskettes.

If you are trying to install Windows XP from her CD, set up the
computer to boot from the XP cdrom for setup.
