You use this command to insert a text box. If you will search for "text box"
in Word's Help, you'll find a Help topic on "Insert a text box" as well as
others you'll find informative.

Word text, in an English language document, flows left to Right and Top to
Bottom.
This means that if you want a few lines of text to appear further down the
page, or in the page margin (just two examples), it hard to pull off.
A TextBox allows you to place text anywhere on a page, simply by dragging it
around-it's treated as separate from the regular flow of text.
