.TIFFANY, YOU DIDN'T SAY WHAT SYSTEM YOU ARE USING BUT I
AM ASSUMING IT IS A LATE EDITION OF WINDOWS BECAUSE YOU
HAVE THE VOLUME INDICATOR ON YOUR TASK BAR. I CAN'T TELL
YOU WHY THE INDICATOR BAR DOESN'T WORK BUT I CAN ASSIST
YOU IN ADJUSTING THE VOLUME FOR YOUR SPEAKERS. GO TO THE
START MENU AND CLICK ON CONTROL PANEL. SELECT SOUND
DEVICES - YOU WILL GET A MENU WITH GENERAL, AUDIO, VOLUME
ETC. CLICK ON VOLUME. YOU SHOULD GET AN EQUALIZER WHERE
YOU CAN ADJUST THE VOLUME FOR YOUR PC SPEAKERS, CD PLAYER
ETC. HOPE THIS HELPS.>

You may get help if you provide a little more information.
For example what brand of computer you have and what
software bundle came with it.
Very likely, the meter you are talking about is a part of
a software package. So, it is not in the general Win XP
package that everybody is familiar with.
