Playlist Creator

I have searched and tried a few, but have yet to find what I'm after.
I'd like to point a program at the folder that contains my music - and
it contains subfolders - and then the program creates a playlist for
each folder but it stores all the playlists in one place, not inside the
folders themselves.
Does such a program exist ?

It seems to make just one great big playlist - I was after individual
playlists for each folder, sorry if that wasn't clear.

It's also Ad-ware, and the EULA window is impossibly small:

Yep: you need a program called "Tag". It is extremely powerful for such
a small program. Put "Tag.exe" in your Windows directory, browse to your
root folder, open a DOS prompt, and type:

tag *.* --recursive --playlist

Where you should replace "*.*" for "*.mp3", "*.ogg", or whatever
(without the marks of course). Now Tag creates in every subdirectory a
playlist named after the (sub)directory.

Play aroud with it, it's an amazing program!

If what you have now does what you want with the exception of putting lists
into one folder, you could use Windows Find to locate all playlists and move
them. Easy.

I know this is not what you asked for, but you might like to know that 1by1
uses a tree view, so you do not need playlists.
