Playing a DVD on my Dell Computer

I must be stupid as a rock. Why can't I simply insert a DVD into my CD-Rom
player and watch a movie?

You cannot play a DVD on a CD-Rom. You must have a DVD-ROM in order to play
a DVD.
There is nothing that will allow playing DVDs on a CD-Rom. They are
completely separate technologies.
