Plase help on XP restoration or re-installation

All, I have a Toshiba Satellite laptop. Early this month, I went online and
applied the latest Windows Updates when I heard of the new worm Blaster. I
did not restart it after installation but went on surfing. After a while, I
found my computer started to restart repeatedly. What's different from most
of the victims is that the restarting did not go into the Window XP at all.
It came to where it displays Windows XP logo (black background) and then it
restarts itself again. Choosing safe mode gave you the same thing.
The restoration CD that came with it only does format and install a fresh
copy.
Are there anyone with the similar experience? If so, could you please share
your info?

If the computer will not boot up in either normal or safe mode and if
all you have is a "system recovery" CD then your options are very
limited.

Do you have any important files that you need to recover from the
Toshiba. If so, approximately how many and what would be the
approximate total file size - less than about 50 mb, or more than
about 50 mb?

There are some optiosn that might allow you to recover valuable files
before you use the System Restore disk but which option is best
depends on how many files and how much total data there is.

You may have the Sasser worm. Symantec has a removal tool for that virus,
but of course you must be able to have your computer up and running in order
to use that tool. A friend of mine had this happen to his computer, so I
downloaded the Symantec tool to a floppy disk using my computer. Then I was
able to remove the virus from his computer and it did not require that his
operating system go through any restore process.

As you know, it is impossible to boot up the infected machine and go into
Windows, because the machine would just keep rebooting. So there was no way
to run the Symantec removal tool. So I held down the F8 key during the early
part of a boot and got the F8 menu. Here my memory is a little fuzzy. I
think I tried going into SAFE MODE, but it may be that I selected DOS
command mode. At any rate I was able to run the Symantec tool from the
floppy and remove the Sasser worm. After that my friends computer was back
to normal.

The reason my friend's computer got infected in the first place was because,
even though he had antivirus and antispyware software installed, he was not
keeping them updated regularly and he was not running them regularly.
