Placing the "&" symbol in an excel header

Since the "&" symbol is used as a programming tool in an
excel header how can I tell excel that it is just a piece
of text that I want to show on my header page?

You can put an apostrophe before it like
'&

same with
'=
'+
'=SUM(A1:A3)

In the header and footer, you need two ampersands (&&)

If the OP wants this in a header he needs 2 ampersands,

That doesn't seem to work in the header area. The "'"
shows up in the test of the header. For exmaple instead
of "Law & Order" appearing in the header "Law ' Order"
appears.
