Placing text in a jpg

I have a jpg image that I would like to add text to. Not just text, but
circular around the jpg image. The image is round and I would like the text
to flow around it. I can not find a tool in Windows XP Pro so what are my
options as far as purchase? I don't want to spend big bucks since I'll only
do this once or twice. Thanks for any advice.

You may already have one installed
or can look around sites like Memorex
or others......
