Placing form in desktop, like taskbar

Hi,
I have a form, and I would like it to act a bit like the taskbar, so that
the icons in the desktop, won't hide under it, but instead move away from
under the form.
Is this possible with vb.net?

I forgot to mention that the project is implemented in C#.
