I have added user-level security to a database in a shared folder on a
network. The database itself, its shortcut, and the workgroup information
file (secured.mdb) are all in the same folder.

Does anyone have any suggestions about where to put the Secured.mdb file in
a secure location? Some place where no one can tamper with it? Is this
necessary, advisable?

Thanks

If you've applied security correctly then it'll already be tamper-proof*.
You could protect files against accidental or malicious deletion by using
the NTFS file permissions properties.
