What is the appropriate category for multifunction programs such as
WiredPlane WireKeys, Mr. Tech SysTray, (add your favorite here) that
incorporate several (or more) diverse functions?

WireKeys
http://www.wiredplane.com/wirekeys/info.shtml

The current brief description here doesn't begin to cover its
functionality. The extended site description doesn't even cover
everything.

http://www.wiredplane.com/?WireKeys1.9
"small and free utility which handles a lot of common operations with
text and other stuff in different applications (additional clipboards
with history of use, quick shutdown/restart, volume control and more)"

See site or "AN & PL WiredPlane WireKeys: v1.9 released; Nomination
Candiate"

Mr. Tech SysTray

Some of the capabilities are discrete utilities elsewhere, such as the
Media Toolkit/MP3 Renamer.

(Mostly from site features page)
MR Tech Systray is a swiss army knife of tools, tweaks and system
options
.....
- Quickly Shut Down, Restart, Lock, go on Standby, Hibernate or log
off,
- System-Wide Windows keys defined,
- Media Toolkit/MP3 Renamer & Tag Editor helps rename Media files,
edit the ID3 tag,
- Quick UnInstall for programs,
- modify Windows XP Prefetch setting,
- Alpha-Numeric Phone Number Converter,
- Sort Text will lines text that has been copied to the clipboard,
- File Lister will create a file with the filenames from a directory,
- it can help keep your hard disk a little cleaner, [clear temp,
cookies, etc, on request or schedule]
- reboot and system tune-up logging,
- command-line options for automating MR Tech Systray tasks,
- tweak Internet Explorer multi-threaded download options for super
fast downloading of pages,
- stop common windows services,
- enhanced system information like exact IE version, Hard disk info,
- save or print screen shot or window,
- and change your wallpaper.

From the descriptions you provided, I'd say "UnfocusedWare". :)

Disorganized design ?
Util Dump Yards ?
Keep out of your users' desktops or else hire lotsa support staff ?

Personally, I hope such "programs" will never make the PL list. If they did, I'd
recommend to create an appropriate category, perhaps called:
Whyinheckdidheputallthisinthesamebag?
