Pionex Win 2k Ctrl+Alt+Del Problem

I have an old Pionex Pentium 3 with Windows 2000 Professional installed on
it, and when I press Ctrl+Alt+Del to get to the Windows Task Manager during
a program crash, it asks me whether to restart the computer or not (it
brings up the Win 2k shutdown dialog, with "Restart" selected). Could
anybody explain this?

Use CTRL-SHFT-ESC to get to the task manager.

I don't mean to be an ass, but what's to explain?
You either restart the system, or not.

That's just the set of choices MS assigned to be available
when you do that. They presume that if you're using Task
Manager, you might want the system to restart, but might not
want that if you have other thing open still- so you have
the choice presented.
