ping yes, http no

Hey.

I'm trying to help out a friend with her computer problem.

The machine won't connect to the internet. I've had a look
at it. Using either dialup or ethernet you can ping other
machines, on the lan or outside, and you can tracert, but
you can't connect to a web server. I have the icons for
the network connections displayed in the system tray; you
can see the traffic when you're pinging or using tracert,
attempting to access a web page in either IE or Netscape
produces no activity in the monitor icon. The machine has
no trouble that I can see negotiating a DHCP address or
with the PPP connection transaction.

btw, same results with either domain names or ip numbers

Am I missing something obvious?

I should have also mentioned in my post that so far I've ..
- deinstalled and reinstalled tcp/ip
- added the network adapter from scratch
- installed SP3 in the hopes of overwriting some corrupt
file
- tried fiddling with the routing table

As SteveC has already mentioned, check the proxy settings.

Open Internet Explorer.
Tools, Internet Options, Connections tab, LAN Settings button.
Make sure nothing is ticked.

Thanks, that would have been a nice quick fix, but no
dice. There's not much on the machine to try out. I did
just try out the command line telnet and ftp; I get
destination unreachable messages.

What OS is it running?
Any firewall on the machine?
The output of the ipconfig /all command while connected to the
internet via dialup maybe give some clues.
