1) My new pc running xp home can not ping itself (by either ip address or
name.)
2) I'm pinging the ip address given by entering "ipconfig/all"
3) It does ping the "loopback" address successfully (127.0.0.1)
4) It does ping the cabel modem gateway, and can ping one of my other
computers.
5) It can connect to the internet.
6) Help, what can I do to get the pc to successfully ping itself, so I can
continue establishing a home network?

1) Norton Anti-Virus
2) Windows Firewall (which I've dissabled [I think], and still have the
'ping' problem.)
3) And, some functionality of Norton that blocks 'pop-up' boxs when on the
internet.)
4) I've read previously on this site about "disabling" the security
programs, and have tried to "disable" them, but I'm not sure if I have
completely disabled all that might be active.
5) Thanks for the help!!!

You should completely uninstall any security programs.

Disabling, as you've experienced, is not enough in many cases.

Do you have a firewall or any 'Internet Security' programs installed?
