I gues Photofiltre can do that:

1) open picture you want to rip parts out (I 'll call it picture1.jpg)
2) Select the part (with any aviable selection tool) you want to add to the
other picture
3) menu "Edit" >> "Copy"
4) Open picture you want to add the copied part to (I'll call it
picture2.jpg)
5) Menu "Edit" >> "Paste Special" >> "Assemble" >> Choose to witch side you
want to add the selection >> Press the [OK] button
Additional canvaas with the selecter part will be addes to picture2.jpg
6) Do an Indian rain dance (slightly optional)

I hape this is what you mean, else try to rephrase your request? and I'll
try again

Thanks for the heads up. What I am trying to do is make a generational
photo. Take a photo of my grand parents and my parents and my wifes
grandparents and her parents and my children and combine them into one.
Does that make sense ?

The Gimp is the only free program, I know which will do this.
Google for "The Gimp"+layers
or
"The Gimp"+montage

Paintshop Pro or Photoshop Elements are the most popular
of the shareware programs which do this.

If Photofiltre doesn't do it for you, you might want to take a look at some
freeware programs that support layers (like photo$hop does)

Besides the Gimp there are Pixia at http://park18.wakwak.com/~pixia/ and
serif's Photoplus, version 5.5 is the last freeware version, they removed it
from the site, version 5 can be downloaded here:
http://195.241.84.246/zdnet/dlweek0147/FreePhotoPlus5BasicFilesWO.exe . For
tasks you want I prefer Photoplus.
