Ping and web browser

If i can ping a host , does it mean using a web browser can contact it
also ? Pls advise

No - I can ping a lot of things, and they may or not be running web services
to begin with. Conversely, I can browse a lot of websites when the host
servers deny inbound ICMP (ping) packets. Can you be more specific?
 
Lanwench, what i want to say is if DNS was to shut down, then either
ping or web browser shouldn't be working right ?

No. You can use the IP address without DNS.

ping x.x.x.x
http://x.x.x.x

where x.x.x.x is the ip address

You just cannot get there by name.

ping domain.com
http://domain.com
