Have you checked the start menu properties to see
if 'enable drag and drop' is enabled?
Click the Start button and then right click on the space
next to your name at the top of the start menu. An option
called Properties should appear. Click this. The taskbar
and start menu properties window will appear. Click the
start menu tabe and then in the next window click the
Customise button. In the next window click the Advanced
tab. In the section marked 'start menu items' you will
see a list of options. Make sure there is a tick in the
box next to the option marked 'enable drag and drop'. If
there isn't then click on the bopx to place a tick there.
Now click Ok. In the next window click Apply followed by
ok to exit.
