piece of an mp3

im not sure if this can be done but i'm just curious. the thing is i can
transfer mp3s on my phone and set them as ring tones, but sometimes i dont
want to hear my phone ringing from the beginning of a song. i want to
transfer just the piece of it that i want. i there any way, or maybe a
program where i can just cut a piece of the mp3? someone help. thanks in
advance.
