Pictures Not Displayed on Web Sites

I've checked that the image type is supported by Explorer
(a .GIF file) and gone through all of the 10 resolution
steps and it's still not working.

The last step said to restore Windows from a complete
system backup.

That seems a little drastic.

Any ideas on how to get this resolved?
